The launch event for the Public Communications Manual, the Strategic Framework for Access to Information, and the Capacity-Building Workshop on Public Communication was held as part of a collaboration between the Egyptian government and the Project to Support Public and Economic Governance in Egypt, implemented by the OECD and funded by the European Union.

The event was inaugurated on behalf of Dr. Sherifa Sherif, Executive Director of the National Institute for Governance and Sustainable Development (NIGSD), by Dr. Heba Zaki, Director of the Egypt Center for Entrepreneurship and Innovation. In her remarks, Dr. Heba Zaki emphasized the OECD's long-standing commitment to supporting public administration reform and governance efforts in Egypt.

She noted that the guide represents a significant step toward enhancing transparency, increasing citizen engagement, and building a more open and accountable public sector. The guide aligns with Egypt’s Vision 2030 and the National Administrative Reform Plan, aiming to improve government communication, build public trust, and enhance the quality of policy delivery. These efforts contribute to elevating the level of public communication and advancing broader goals for administrative modernization and digital transformation across public institutions.

Dr. Zaki further stressed that effective communication is no longer a luxury but a necessity. Citizen-centered communication is the cornerstone of good governance, and empowering public sector employees to engage openly and meaningfully with citizens is essential for building transparent, responsive, and participatory institutions.
