National Institute, Cabinet Medical Affairs, Oxford Program, and Eleven Group Sign MoU to Launch Egypt’s Value-Based Healthcare Program

The National Institute for Governance and Sustainable Development, the Secretariat of Medical Affairs at the Cabinet of Ministers, the Oxford Program on Value and Leadership, and Eleven Group for Healthcare have signed a Memorandum of Understanding to launch a Value-Based Healthcare Program in Egypt.
The memorandum was signed by Dr. Sherifa Sherif, Executive Director of the National Institute for Governance and Sustainable Development; Dr. Hossam El-Masry, Medical Advisor to the Prime Minister and Assistant Secretary-General of the Secretariat of Medical Affairs at the Cabinet of Ministers; Professor Sir Muir Gray, Founding Director of the Oxford Program on Value and Leadership (virtually); and Dr. Tarek Moharram, CEO of Eleven Group for Healthcare. The program will be led by Dr. Raneen Suleiman, an expert in developing high-value healthcare systems.
The program aims to establish a high-value healthcare system in Egypt by improving population health outcomes while optimizing resource allocation and utilization. This initiative seeks to ensure universal health coverage in line with Egypt’s Vision 2030 and relevant Sustainable Development Goals. It represents a joint partnership between the public and private sectors to guarantee effective engagement of all healthcare stakeholders in Egypt, thereby enhancing universal health coverage within the framework of the country’s comprehensive health insurance system.
