National Institute for Governance and Sustainable Development Releases Comprehensive Report on Its Activities and Training Programs in 2025

The National Institute for Governance and Sustainable Development released a comprehensive report documenting the outcomes of its activities and initiatives throughout 2025, presenting an in-depth review of the Institute’s training programs, capacity-building efforts, research activities, and strategic partnerships. The report reflects the Institute’s role as a national think tank and training hub dedicated to promoting the principles of good governance and sustainable development while supporting institutional reform and public policy development in Egypt.
The report outlines the Institute’s sustained efforts to enhance institutional and societal awareness of sustainability concepts, strengthen the capacities of government employees and youth, and support evidence-based policymaking. It also highlights the expansion of partnerships with national, regional, and international institutions, contributing to the achievement of Egypt Vision 2030 objectives and reinforcing the country’s comprehensive administrative reform agenda.
Dr. Rania Al-Mashat, Minister of Planning, Economic Development, and International Cooperation and Chair of the Board of Trustees of the National Institute for Governance and Sustainable Development, stated that the Institute’s growing and impactful role aligns with the state’s strategic direction toward investing in human capital and preparing future leaders. She emphasized that the Institute has adopted a partnership-driven approach by collaborating with leading regional and international training and academic institutions while continuously upgrading its services through technological advancement and modern management practices to meet Egypt’s evolving development needs.
Dr. Sherifa Sherif, Executive Director of the National Institute for Governance and Sustainable Development, affirmed that the Institute’s vision focuses on strengthening and advancing systems of good governance to enhance competitiveness and sustainable development. She underscored the Institute’s commitment to reinforcing Egypt’s regional and international standing in governance and sustainability through advisory services, research, and training programs that promote sustainability values and activate governance mechanisms across all sectors of the state.
The report noted that in 2025, the United Nations Economic and Social Council renewed its confidence in Dr. Sherifa Sherif by reappointing her as a member of the Committee of Experts on Public Administration for a four-year term extending from August 2025 to July 2029, as part of a group of 24 international experts.
Throughout 2025, Dr. Sherifa Sherif signed several cooperation agreements and memoranda of understanding. These included a training cooperation agreement between the Institute and Arab Contractors Company, represented by the Technological Institute for Construction Engineering and Management, to enhance collaboration in governance, institutional development, and human capacity development. The Institute also renewed its cooperation protocol with the African Peer Review Mechanism and signed a cooperation agreement with Cairo University to advance joint work in governance, administrative development, sustainable development, capacity building, research, entrepreneurship support, and scientific events.
Additional agreements included a cooperation protocol with Arish University and a memorandum of understanding between the Institute, the Medical Affairs Secretariat at the Cabinet of Ministers, the Oxford Programme on Value and Management, and El-Eleven Healthcare Group to launch the Value-Based Healthcare Program in Egypt.
During the same year, the Institute hosted delegations from several countries, including senior officials from the Nigerian National Institute for Policy and Strategic Studies, as part of a study tour titled “The Blue Economy and Sustainable Development in Nigeria: Issues, Challenges, and Opportunities.” The Institute also received a delegation from the Kenya School of Government to explore prospects for future cooperation.
Dr. Sherifa Sherif inaugurated a capacity-building workshop entitled “Toward an Action Plan for Implementing the Policy Recommendations of the OECD Institutional Review of the National Institute for Governance and Sustainable Development,” conducted within the framework of the OECD Country Programme with Egypt. She also held meetings with representatives of the Egyptian Impact Lab and the Hanns Seidel Foundation to explore cooperation in local development and environmental protection, and attended the closing ceremony of the Spanish-funded project aimed at strengthening Egyptian governmental institutes to improve public service delivery.
According to the report, the Institute implemented 143 training programs in 2025 through its General Department for Human Capacity Development, delivering a total of 2,814 training hours to approximately 10,000 participants. Female participants accounted for 6,303 trainees, while 3,697 were male. The programs also included 170 persons with disabilities and 1,838 students from across all governorates.
The Institute’s Communication and Outreach Unit conducted extensive awareness sessions for civil servants across various ministries on governance, integrity, and transparency. It also delivered awareness sessions under the “Together for a Digital Future” initiative, targeting governorate and ministerial staff to enhance understanding of financial inclusion and sustainable development. Additionally, 11 online awareness sessions engaged more than 420 civil society participants, alongside specialized anti-corruption sessions for participants in the “Be an Ambassador” initiative and over 20 workshops and lectures at universities and government institutions.
The report detailed the activities of the Governance Center, including the publication of Egypt’s Governance Indicators Performance Report for 2024, Egypt’s Global Connectivity Index Report for 2024, and Egypt’s Gender Equality and Women’s Empowerment Indicators Report. It also covered the evaluation of the Arab-African Leadership Training Program in cooperation with the OECD, the completion of the Startup Governance Report in partnership with the Egypt Entrepreneurship and Innovation Center, the launch of the Governance Clinic to assess governance practices in startups, and workshops related to the OECD peer review process.
Under the “Be an Ambassador” initiative, the fifth cohort was implemented in 2025 with 800 participants from a wide range of institutions, including universities, research centers, the private sector, civil society organizations, media entities, youth groups, women, persons with disabilities, the Egyptian Red Crescent, Caritas City, Haya Karima Foundation, Misr El Kheir Foundation, and the State Lawsuits Authority. Participants also engaged in volunteer activities, including humanitarian support initiatives in cooperation with Misr El Kheir and the Egyptian Red Crescent.
The report also highlighted the Institute’s work in sustainable development, institutional governance, healthcare governance, innovation, and green initiatives. This included the Green Minds schools competition, implemented in cooperation with the Ministry of Education and Wellspring Company, targeting 15 schools across Cairo, Ismailia, Alexandria, and Fayoum.
Activities of the African Development Center in 2025 included the production of 17 animated episodes under the children’s sustainable development initiative “Salah and Omnia and the Sustainable Development Goals,” the publication of research papers on inclusivity in Africa, the completion of the first Swahili governance glossary, and the implementation of regional leadership training programs in cooperation with the OECD. The Center also launched the Executive Community initiative, engaging more than 1,000 participants across Africa and the Arab region.
The report further reviewed the activities of the Egypt Entrepreneurship and Innovation Center, which graduated three cohorts of the International Professional Diploma in Entrepreneurship in partnership with the University of Missouri, conducted nationwide university outreach tours, implemented ideation bootcamps, supported pre-incubation programs across multiple sectors, issued governance and entrepreneurship reports, and forged strategic partnerships. The Center concluded the year by receiving the Global Excellence Award at the International Council for Small Business World Conference 2025.
